About The Founder

Prior to founding Citrine Development, Teresa Bowyer was the Texas Development Director for Herman & Kittle Properties, a national Top 15 affordable developer. While in that role, she more than doubled the company’s footprint in Texas and secured positions in major markets like San Antonio, Austin, and Houston.

After a summer sabbatical studying international housing policy at UvA in Amsterdam, Teresa felt compelled to find “out of the box” solutions to the affordable housing crisis happening back in Austin and across the US.

Through Citrine, Teresa has married her background in urban planning, expertise in real estate development, and passion for community to create unique, impactful affordable housing.

To date, Teresa has led the development of more than 1,000 affordable and mixed-income units in rental and ownership communities across Texas using a variety of funding programs - including LIHTC, private activity bonds, CDBG-DR, and HOME.
